It was designed to really balance what Medicaid at the time was to provide nursing homes and Medicare is obviously health insurance. I have 24,500 veterans on our caseload, 14,000 individuals with diagnosed mental health issue, 8,500 with an alcohol and substance abuse. But, what you need is a community-based game there.

You come over to the clinic, you go to the hospital, you provide service, and the insurance and you negotiate how much you’re going to get paid. They can be nurse if you want to. The patients that, I think, most benefited from it were those individuals who, as I said, maybe, had a pneumonia, and needed IV antibiotics, but wanted to do that… If they could get better in the comfort of their own homes, that were not interested in passing away in the hospital.
