Proposed Changes to Prescription Drug Coverage Prescription Drug Utilization Management- Implements utilization management and prior authorization for prescription drugs. This means patients will no longer be automatically grandfathered in for medications that are not on—or are removed from—the Medi-Cal Rx Contract Drug List (CDL).
