In 2018, Trump’s Department of Health and Human Services (HHS) released its Blueprint to Lower Drug Prices and Reduce Out-of-Pocket Costs , but the edifice envisioned by the Blueprint largely failed to materialize. Part D currently has no such cap. Finally, the HHS plan encourages Congress to create incentives to foster scientific innovation.
